Horapollo University in Bucharest is a relatively young higher education institution, at the beginning it was a component of THE NEW PAGAN DAWN Association, which came into existence following the initiative of some prominent personalities of the pagan spiritual life in Romania. The status and structure of THE NEW PAGAN DAWN Association was legalized according to legal procedures by the Civil Sentence from file no. 716/300/2020 of the District Court of Bucharest 2.
1.1. The name and headquarters of the education provider
The structure of the Horapollo University includes, according to the legal provisions, the following faculties:
– The Faculty of Pagan Theology in 2017, specializing in Pagan Pastoral Theology , in the field of Pagan Pastoral Theology and/or Didactic Pagan Theology , with a study duration of 4 years in full-time and part-time courses, respectively 240 credits;
Regarding the specializations that function in the structure of the faculties of the Horapollo University in Bucharest, it must be stated that this university was the initiator of a unique specialization, namely: Pagan Theology , specializations that have known immediate recognition since its establishment, by the number of enrolled students.
Internationalization of INCSR Horapollo through education in English,
Faculty of Pagan Theology – Pagan Pastoral Theology specialization . The training is provided in the Pagan Pastoral Theology specialty. The skills acquired by the graduates of this specialization offer them a great possibility of insertion on the labor market. There is a massive demand for specialists in the history of religions in the socio-economic environment, industry, education, health and other areas of major interest.
Faculty of Pagan Theology – Pagan Didactic Theology specialization . The training is provided in the Pagan Didactic Theology specialization. Through this specialization it is desired to study pagan pedagogy and spiritual counseling in terms of legislation, psychology, training, education and especially regarding the applicability of a holistic training of the individual.
1.2. Mission and strategic objectives
During the development of the activity, Horapollo University managed to create its own personality and a solid position in the area of Romanian higher education, both through modern study programs and educational spaces, but especially through the body of teaching staff who lead and organizes the didactic and research activity.
The didactic and research mission of the university consists in training specialists with a complex profile who can efficiently and ecologically use natural, material, financial and human resources, in the specific tradition of the Romanian people, with the integration of spiritual, cultural and legal values in a unitary conception of all the elements that compete to achieve performances that are viable both in the European Community and on the domestic and international level.
The scientific research mission consists in the organization and development of applied and fundamental research activities, with obtaining concrete results in scientific consultancy works, specialized expertise, publications, as well as in internal and international meetings, congresses, symposiums, round tables, etc.
Through its own structures, the aim is to achieve a higher quality of the education process and research works, with the revealing of the beneficial, stimulating and regenerative valences specific to higher education.
The university aims to keep and continuously develop the professional and scientific research potential at its disposal, to evolve both in terms of consolidating the specializations it currently offers, and in terms of organizing new specializations within the institution.
Permanently using the valuable experience of Romanian education, but also taking into account Romania’s integration into the European Union, the education programs are always updated, with an authentic scientific and cultural load, so that after completing the years of study, our graduates can face the system competition of the market economy.
The mission of the Horapollo University in Bucharest is to create and develop an educational and scientific research environment for students, teachers and researchers, at national and international standards of excellence.
Depending on the component faculties and the specializations within them, the Horapollo University in Bucharest has the following missions:
– The main long-term, medium-term and short-term mission of the Faculty of Pagan Theology with the specialization Pagan Pastoral Theology and Pagan Didactic Theology, is to contribute immediately and effectively to the reduction of the shortage of senior staff with a high degree of specialization in the field of Pagan Theology, as well as clerics and spiritual companions capable of effectively using natural, financial and human resources in order to develop the support network for the Pagan community , which can support an activity characterized by a holistic and efficient training in this field. Through the disciplines addressed in the education plan as well as through the specialized practice carried out by the students, the valorization of the human and informational resources of pagan spirituality is considered.
Within the Strategic Plan , developed for the period 2017-2019, the management of the Horapollo University in Bucharest proposed to ensure the following priority objectives:
• alignment with national and international standards regarding internal and international evaluation parameters of the content and quality of study programs;
• establishing unique criteria of professional competence in the assessment, selection and promotion of the academic body and auxiliary, technical-administrative and economic personnel;
• improvement of the teaching staff through doctorate, training internships and postgraduate studies in the country and abroad;
• participation in the implementation of internal and international research programs, based on contracts, according to the legislation in force and the rules established by the M.Ed.CI;
• educating students in the spirit of knowing, valuing, maintaining and developing the national heritage, as well as protecting the environment;
• carrying out mutual exchanges of teaching staff and students with similar higher education institutions, from the country and abroad, in order to improve, improve and modernize teaching activities;
• promoting participatory democracy and pluralism of opinions among teaching staff and students;
• the social-economic protection of the members of the academic community, by ensuring the optimal conditions for affirming and carrying out activities with students;
• the development and modernization of the didactic-material and scientific base, through the elaboration and realization of the investment plan foreseen for a medium and prospective period;
• diversification of financial sources with income from collaborations, sponsorships and research activity;
• continuous improvement of the institutional capacity by implementing a quality management system to ensure the integration of education and research activity in the European Higher Education Area.
The mission and assumed objectives individualize INCSR. within the National Education System and in the European Higher Education Area, the strategic plan of INCSR for the period 2017-2019, highlighting this fact.
2. INSTITUTIONAL CAPACITY
2.1. The university charter and the regulations specified by the charter
The Horapollo University in Bucharest is the only accredited private university in Romania , which has promoted faculties and specializations in the field of pagan theology, this fact is in full agreement with the mission and strategic objectives it promotes.
Horapollo University in Bucharest operates according to Law no. 1/2011. Based on the laws mentioned above, the following were developed: the University Charter that respects the regulations in force, the Internal Order Regulation and the Regulation regarding the professional activity of students , which constitute the basic documents of the activities carried out within the Horapollo University of Bucharest (INCSR).
3. MANAGEMENT AND ADMINISTRATION, MANAGERIAL STRUCTURES
In the spirit of the mission and assumed objectives, INCSR has a coherent, transparent and integrated management system in order to achieve an effective and efficient administration, corresponding to a high-performing management.
The institutional structure of the university is established by the University Charter and its own regulations conferred by the university autonomy.
The organizational structure of INCSR in the academic branch is presented in the Organizational Chart of the University, framed with its own staff resulting from the elections, which corresponds, from the point of view of professional qualification, to the conditions required for occupying the prescribed positions.
The INCSR Senate represents the formation with the highest degree of management of academic activities and was elected in 2020, being in fact the General Assembly of THE NEW PAGAN DAWN, according to the regulations of the Statute of THE NEW PAGAN DAWN Association to which it belongs, as well as the University Charter and of the “Methodology for the organization and conduct of the elections of the governing bodies of the INCSR”.
Through the 2020 elections, the UBB Senate includes 33 members, of which 8 are students, its component at the level of 2020-2024, 2024-2028.
The Rector of INCSR was elected in 2020 and re-elected in 2024 by the General Assembly of THE NEW PAGAN DAWN, the Rector being elected and the President of THE NEW PAGAN DAWN.
In INCSR, the legal provisions for the election of the collective governing bodies (Faculty Council and Senate) as well as the management cadres were respected.
The management staff of Horapollo University (rector, vice-rector, dean, vice-dean as well as heads of department) is made up of tenured teaching staff in higher education, with the basic norm or volunteering at the institution, they are tenured university professors or lecturers and are not in job reservation conditions.
The student representatives who are part of the INCSR Senate in number of 8 (respectively 25%), were democratically elected, the proposals and nominations being made by vote by the Student League – Community of Polytheist Students, and at the faculty level, by the Faculty Council students are also part of it. The election procedure of all members of the INCSR Senate, including students, is democratic and transparent, non-discriminatory and does not limit the right of students to represent and be represented.
Students become aware of all the decisions of the INCSR Senate by directly participating in its meetings, to which students who wish to do so but are not elected members are also admitted. Students are also informed by other methods, such as: means of display on the University’s notice boards, publication on the INCSR website of the main decisions of the Senate, information of the teaching staff responsible for the years of study and information of the dean.
The teaching staff carry out their activity according to the job descriptions developed by the departments of the Horapollo University in Bucharest.
The library is staffed with personnel trained in librarianship.
4. THE MATERIAL BASE
The Horapollo University in Bucharest, developed permanently and in a fast dynamic the construction of its own spaces allocated to the didactic process (classrooms, laboratories, seminar rooms) as well as in their equipment to the standards imposed by the promotion of an education superior high quality.
INCSR at its establishment had its own patrimony consisting of the assets of THE NEW PAGAN DAWN Association.
In the period 2017-2019, INCSR’s patrimony experienced an impetuous development through the construction and purchase of new spaces dedicated to teaching activities.
The development of the material base was carried out in accordance with the mission and strategic objectives of INCSR, aiming to ensure the teaching and research spaces corresponding to the specifics of the study programs, through teaching rooms (course or seminar), didactic and research laboratories, practice and research centers , student dormitories and other social facilities, in accordance with the safety and sanitary technical norms in force, respecting the differences between full-time and part-time education, respectively the objectives research activity.
Their quality is evaluated according to the surface, volume, technical condition, number of students and teaching and research staff, differentiated by study programs and at the institutional level by referring to the norms in force. The development of this material base is also pursued in the perspective through a realistic investment policy, based on the revenues forecasted in the Revenue and Expenditure Budget.
The rooms allocated to the didactic process have technical equipment for learning, teaching and communication that facilitate the activity of the teaching staff, increasing the degree of interest and receptivity of the students.
The didactic and research laboratories have equipment and means of operation corresponding to the existing endowments in specially developed universities, from the EU.
The university has software corresponding to the study disciplines, with licenses for use, according to the invoices.
The management of the University ensures the multiplication of the courses and other works necessary for the educational process, developed by the teaching staff and they are made available to the students in an appropriate number. Currently, the University owns all the educational spaces, with all the necessary equipment.
5. FINANCIAL ACTIVITY
INCSR has its own funding sources, sufficient in the short term (annually) and in perspective (for the next years), which it allocates through the Revenue and Expenditure Budget for the adequate achievement of the mission and set objectives, having a realistic financial policy regarding the development of the material and investment base (Financial and development strategy of the material base from INCSR). The revenue and expenditure budget is approved by the INCSR Senate, its regulations being respected during the financial year for which it was drawn up.
INCSR as a structure without legal personality, with guardianship in the private legal entity of THE NEW PAGAN DAWN is registered by tax code and has a bank account, through which financial activities are carried out.
The financial activity is highlighted through specific documentation related to the accounting system, according to the legislation in force.
Mainly the incomes are made from study fees, their amount being in accordance with the average schooling costs per academic year. The amount of tuition fees is approved by the INCSR Senate and is made known to students through various means of communication.
The financial expenses are mainly made up of expenses related to the investments and equipment necessary to carry out the didactic activities, as well as the expenses made by the schooling of the auxiliary teaching staff involved in the didactic activities. By the very law of establishment, INCSR has a non-profit character.
INCSR consistently grants material support through allocations from its own budget to students, consisting of:
– tuition fee reduction by 10% for students who pay the tuition fee in full by October 15 of the academic year;
– a 25% reduction in the tuition fee for one of the students if they follow the courses of the study programs of the university brothers, sisters, husband and wife, parents and children;
– the granting of social scholarships consisting of the partial or total exemption from the payment of the tuition fee for students with a special family situation;
– the granting of merit scholarships consisting in the partial or total exemption from the payment of tuition fees for students with special professional activity (graduation average of the academic year over 9.50 and good attendance at didactic activities).
6. STUDENTS
Regarding the recruitment and admission of students in the first year of studies, INCSR applies a transparent policy brought to the attention of candidates at least 6 months before admission, by popularizing the study programs, admission conditions, facilities granted to them students and the level of tuition fees
Admission is based exclusively on the candidate’s own knowledge and skills and does not apply any kind of discriminatory criteria.
Applying the legal regulations in force, admission to INCSR is made only on the basis of the baccalaureate diploma or other equivalent studies documents recognized by M. Ed.CI Admission is made on the basis of its own admission methodology.
Completion of the license cycle is carried out according to the current legislation and the Methodology regarding the support of the exams for the completion of the studies elaborated in accordance with the law. After passing the licensure exam, fill in the standard forms of the purchased diplomas.
